From yesterday’s Evening Standard:

…every new train could be fitted with the mobile scales, replacing the existing method of working out if trains are overcrowded, which involves an occasional head-count and a complex formula.

Twice a year they try a head count on some trains around London, and then apply a special mathematical formula: PIXC= (total number of passengers in excess of capacity)/(total numberof passengers on the train) x 100. PIXC, to the uninitiated is Passengers in Excess of Capacity, and it all depends on some key figures - including what type of train they are dealing with, how many seats and doors it has, and crucially, how many passengers can cram their way into half a square metre of standing space.

How about number of passengers minus number of seats equals overcrowding. Cheaper and more relevant.
